Citizens for Election Integrity Minnesota Celebrates its 5th Anniversary!

The CEIMN Timeline

2004

*November:
CEIMN is formed in response to report of problems with electronic voting machines and other election issues.

*December
Sent 9 people to Ohio to monitor the recount of the Presidential vote.

2005

*June
Hosted a screening of the documentary film “Invisible Ballots” about the insecurities of electronic voting.

*Fall:
Worked with election officials and legislators to draft improvements to Minnesota's Election Audit Law, passed by the legislature the next year.

2006

*March
Co-sponsored, with the League of Women Voters, "Can with Count on Minnesota's Voting System?" Panelists included 2004 Green Party candidate for President David Cobb and then-Minnesota Secretary of State Mary Kiffmeyer.

*Summer:
Formed the Audit Observation Advisory Board that included former Secretaries of State, Arlen Erdahl and Joan Growe.

*November: 
Conducted the first statewide, non-partisan citizens observation of an election audit involving nearly 200 volunteers.

2007

* October:
Organized and hosted the first national Post-Election Audit Summit which brought 100 stakeholders from around the country.

*December:
CEIMN Mark Halvorson testified before a New Jersey legislative committee in support of a proposed election audit law, which CEIMN helped to draft and which, when passed, became the comprehensive audit law in the country.

2008

*January:
Hosted screening of documentary film “Uncounted” with the film’s director. Nearly 500 people attended.
  
*CEIMN Director, Mark Halvorson, oversaw the drafting of the "Principles and Best Practices for Post-Election Audits"

*Spring:
Helped to draft and assisted in the passage of two improvements to Minnesota’s recount law:
-Minnesota Discretionary Candidate Recount Law.
-Amendment to the Automatic Recount Law to require all recounts be conducted manually.

* Fall:
Organized three state-wide non-partisan observations:
-Judicial primary recount
-Post-election Audit
-U.S. Senate recount.

2009

*May:
Released a 37 page audit and recount report: “Eyes on the Vote Count.”

*October:
Helped to organize and facilitate a national audit working meeting of experts in the field.

CEIMN Director, Mark Halvorson has participated in five panels on post-election audits at national conferences and has moderated four of the panels.
